    Chief Executive Officer

    Mohammed EL Bouzidi supports organizations with HR strategy and organizational change. He brings together diagnostics, job frameworks, labor relations, and training design to translate strategic priorities into operational practices.     Former Human Resources Director in major public and private organizations. Co-founder of OMAP (Moroccan Observatory of Public Administration) and former member of the HR steering committee of the EBU (European Broadcasting Union). His assignments cover job and competency frameworks, workforce planning, HR information systems, personnel policies, and training plans. He also works on organizational diagnostics, risk mapping, and local public service design. Executive training, training of trainers, training evaluation, and team support complement this practice.

    Mr. Ahmed BOUHLAL holds a bachelor's degree in computer science from the Université du Québec à Montréal. He is also a graduate of the advanced management program at the Institut de Commerce et d’Administration des Entreprises (ISCAE) in Rabat. His long banking career includes several management positions at a major national institution in Rabat across the following departments:

    Organization and information systems; monetary and foreign exchange operations; network and central information services.

    He also led major nationwide projects, including the implementation of:

    The Moroccan Interbank Remote Clearing System (SIMT), the Moroccan Gross Settlement System (SRBM), and the Centralized Account Holdings Database (BACETE).

    Mr. Ahmed BOUHLAL also contributed to standardizing payment instruments, including checks, transfers, and bills of exchange, helping reduce settlement times.

    He has also worked in the private sector as a senior consultant in payment systems and information systems.

    He managed and delivered several training programs offering a complete learning pathway to help young people develop creativity, self-confidence, and teamwork.

    He supervised projects supporting women's empowerment and youth entrepreneurship. He actively contributed to establishing and developing a nongovernmental organization, where he implemented a youth skills development system and helped establish an incubator.

    Abdelilah ELATTARI trained as an information systems management engineer and holds ITIL certification. He has more than 12 years of experience developing Java JEE, PHP, and mobile applications for iOS and Android. He supports public and private organizations in implementing information systems and introducing technology and modern tools for human resources and management.

    He also leads digital transformation projects for print media. His work includes digitizing Moroccan newspapers and supporting their digital transformation, as well as developing online news websites in Morocco and several African countries. He has also developed management applications, including ERP, CRM, and electronic document management systems, for public and private organizations in Morocco and internationally.

    His work for international organizations includes developing a monitoring and evaluation system for young agricultural entrepreneurs for UNOPS, a United Nations subsidiary body, in coordination with the Ministry of Agriculture and Maritime Fisheries and the Agricultural Development Agency. He has also supported public organizations in implementing integrated management systems.

    He supports African companies in implementing information systems and web marketing. Abdelilah EL ATTARI is president of the Moroccan Open Source Association.

    Babacar NDOYE holds a postgraduate degree in communication and has worked as a consultant for several years. He began his career at the Canadian Center for International Studies and Cooperation (CECI Senegal) before joining ECOVA Consulting in 2000.

    In 2004, he became an independent consultant. Since 2007, he has been associated with Afrique Communication, working within an institutional framework that preserves his independent consultant status.

    Between September and March 2014, he served as a technical communication advisor to Senegal's Minister of Agriculture.

    For more than 20 years, he has facilitated processes in Benin, Burkina Faso, Cameroon, the Republic of Guinea, Mali, Senegal, and other countries in the region. Topics include strategic communication, media training, media relations management, transformational leadership, sales techniques, reception techniques, and other cross-cutting subjects.

    Babacar NDOYE consults for international institutions, public administrations, and the private sector, including the World Bank, European Union, USAID, UEMOA, Central Bank of West African States, African Center for Management Studies (CESAG), Bureau Organisation et Méthodes, Friedrich Nauman Foundation, World Vision, Canal+ Horizons, and Libya Oil Senegal.

    He has also authored several media relations and institutional communication strategies.

    Since 2024, he has also been a Senegal-based consultant for NAITECH Consult, a Moroccan firm in Rabat specializing in consulting, organization, human resources, and training engineering.

    Mr. Diarra DOUMBOUYA holds a Master 2 degree in law, economics, and management, specializing in information and communication systems architecture, from Université Toulouse 1 Capitole in France. An information systems specialist and experienced manager, he also holds a specialized master's degree in business strategy and development from Icademie Business School in France.

    Mr. DOUMBOUYA holds several certifications, including the Project Management Professional (PMP) certification from the Project Management Institute (PMI). He worked as an assistant project manager at Airbus in France in 2010, then as a business solutions consultant for CGI Group in France, Luxembourg, and Canada from 2010 to 2016.

    He joined Capgemini Group as a senior consultant in 2016. Since March 2018, Mr. DOUMBOUYA has held the position of Deputy National Director for Private Sector Promotion and Country Competitiveness at Guinea's ministry responsible for investments and public-private partnerships. Throughout his career, he has actively contributed to designing, implementing, and monitoring and evaluating strategic, complex, and innovative projects for major clients including Airbus France, Disneyland Paris, France's national health insurance fund for salaried workers, France's national mutual insurance organization for hospital and health care professionals, National Bank of Canada, and CETREL Luxembourg. He has also delivered consulting, training, and change management assignments.

    Mr. DOUMBOUYA is fluent in French and English. He has been a NAITECH Consult consultant in Conakry, Guinea, since 2020.

    Mr. Kouider ADLANI holds a degree in comparative law, a DES specializing in international relations, a DEA in political science, and a bachelor's degree in political science. He has also completed training in commodity trade with UNCTAD, diplomatic practices and negotiations at IIAP, international trade in Geneva, trade negotiations and nontariff barriers between Arab countries and regional trade agreements with the Islamic Development Bank, strengthening Africa–United States cooperation, and strengthening cross-border security for development and regional economic integration, including UMA, ECA, and GAFTA.

    A senior consultant and expert in international trade and regional economic integration with NAITECH Consult, he has undertaken consulting assignments for UMA, ECA, AOAPC, CAPC, and ACBF. During his service at the Ministry of Foreign Trade, he gained extensive experience negotiating trade and free trade agreements as head of the regional and international organizations service, covering UMA, UNCTAD, WTO, Arab League, ECA, OIC, COMCEC, CCI, and CCD; head of the Arab Maghreb Union (UMA) service; and head of the division responsible for Morocco's trade relations with Arab countries, Africa, Asia, and the Americas. He also served as economic and financial affairs officer at the General Secretariat of the Arab Maghreb Union (UMA).
