Main deliverable
Training plan + CSF technical file
Counterparts
Training manager, managers, GIAC/OFPPT
Handover
Train-the-trainer included

The problem

Most training plans change no practice at all.

A company schedules ten training days a year. How many actually change a practice on the ground? Most plans are filled the same way: what employees ask for, what a catalog offers, what a still-available budget allows buying before year-end. None of these three sources asks the question that matters: which task, badly done today, costs the company the most?

The symptom is easy to spot: a session rated well by participants, with no measurable effect three months later. The trainer did their job well; the subject was the wrong one.

These situations have a common cause: training is decided before the need is described. Describing a job in observable tasks, then choosing which ones justify a training investment rather than a simple instruction — that is a method, not an intuition. It is the first thing we build, and it is today the only part of our work we have fully digitized.

Training is never a need in itself. It is the answer — sometimes the right one, often not — to a competency gap, which itself must be demonstrated.

Warning sign

If your training plan is built from the requests received rather than the gaps observed, the company funds what interests employees, not what it needs.

The intervention cycle

Seven steps, two of them specific to this domain.

The two dashed steps vary by domain; the other five are common to all six chains.

  1. Understand
  2. Assess
  3. Consolidate
  4. Design
  5. Storyboard
  6. Support
  7. Deploy

Fields of application

Where this domain works in practice.

  • Needs analysis

Gathering from the business lines, reading of skills gaps and prioritization.

  • Plans & programs

Annual or multi-year plan, paths by population and training formats.

  • Instructional design

Objectives, scenarios, sequences, trainer and learner materials.

  • Evaluation & transfer

An example

Water & electricity distributor — front-office service quality program.

The situation
Counter staff in permanent tension with customers, rising complaints, and no training arrangement built on real counter situations.
What we did
Design of a four-day program, progressive modules, from direct observation of reception situations and the most frequent complaint reasons.
What was delivered
A full facilitator guide, a slide deck, a participant workbook and role plays built on real cases met at the counter.
What stayed
The internal training teams now run the new sessions alone. The program was taken over as is for onboarding new recruits.

A real engagement, presented by sector. The client name is given as a reference in tender submissions, with their written consent.

Timelines and conditions

What to plan for on your side.

Duration. DACUM/PPM engineering on one job takes 4 to 6 weeks, expert panel included. The full master plan, at organization scale, runs 10 to 14 weeks depending on the number of job families covered.

Internal availability. The DACUM panel mobilises 6 to 12 experienced staff for two to three days: it is the hardest resource to schedule, not the most expensive. Book those slots before setting the overall calendar.

Success conditions. A commitment from the management line to release the occupational experts for the panel; access to the indicators that reveal malfunctions (complaints, rejects, delays); and a training budget arbitrated before, not after, the engineering.

What we refuse. Building a training plan from a provider's catalog, with no prior engineering. The file can be submitted; it will change no practice, and an experienced GIAC generally sees that on reading it.

Cost

The price depends on the number of consultant-days, not on the size of your organization. We state the daily rate, the number of days per step and what each step produces. The framing consultation is free.

Frequently asked questions

What does the DACUM method add over a classic needs survey?

A needs survey collects wishes. DACUM describes a job in observable tasks, validated by those who do it: it is the difference between asking people what they want to learn and determining what the post actually requires.

Do all identified tasks lead to training?

No, and that is exactly the role of PPM ranking. An important but easy-to-learn task often calls for a written instruction or mentoring, not a training session; keeping only the tasks that truly justify the investment avoids training on what does not need it.

Is the file automatically accepted by the GIAC?

No, and we never claim so. We produce a technical file compliant in form and argued in content, which puts every chance on your side; the review and the decision remain those of the GIAC and the OFPPT.

Can engineering be limited to one job rather than the whole company?

Yes, and it is often the most reasonable starting point. A pilot job lets you validate the method and train your internal teams before extending it to the rest of the organization.

Positioning

The training arm of NAITECH Consult

NAITECH Training is the training and skills-development arm of NAITECH Consult. It supports companies, public administrations and organizations in Morocco and in other African countries, from identifying the need through to transferring what was learned.

The approach starts with scoping and a rigorous identification of the need, continues with designing and delivering the programs, then with a delayed evaluation — and, where relevant, with support on the Contrats Spéciaux de Formation filing.

Delivery

Three delivery modes

The same content is not delivered the same way depending on the audience and the schedule. Three forms are possible.

  • Online training

Remote sessions in a virtual classroom, usually split into short sittings so they stay compatible with participants’ workload.

  • In-house

A program designed for a single organization and delivered on its premises, built on its own work situations and competency framework.

  • Inter-company

Open sessions bringing together participants from several organizations, with the exchange of practice a mixed group allows.

The mode, duration and schedule of each course are settled with you according to the need, the target audience and your planning constraints.

Engineering

The training-engineering process

Six steps, in this order. Each produces something the next one depends on — including the delayed evaluation, the one most often proposed for removal.

  1. 01

    Diagnose

Identify the needs and the competency gaps, in relation to the organization’s strategic direction.

  2. 02

    Design

Build the objectives, programs, teaching scenarios and materials suited to the target audiences.

  3. 03

    Deliver

Organize the sessions and mobilize multidisciplinary consultants and trainers.

  4. 04

    Evaluate

Measure the results and run the delayed evaluation that feeds continuous improvement.

  5. 05

    Support

Secure the transfer of knowledge and know-how, and support the skills-development schemes around it.

  6. 06

    Consolidate

Structure what was learned and the tools produced, so internal capability is strengthened for the long run.
