State–Region contracts
Assess the design quality of a contract between the State and a Region (grounding in the regional development program, sectoral and territorial consistency, project readiness, sustainability), its financing and the leverage of the regional share, each party’s compliance with the multi-year transfer schedule, the physical and financial progress of projects and how the governing bodies work. The tool compares up to the twelve regions and writes a report with recommendations, to print or save as PDF.
The scores inform judgement without replacing it: external factors (economic conditions, climate hazards, land constraints) must be taken into account. The built-in example compares two regions with fictitious data.
