TOOL 34 · Territorial governance
Effectiveness and efficiency of local action
Measure the effectiveness (targets reached), the efficiency (budget execution, delays, unit costs against a benchmark) and seven governance levers of a local authority, a territorial development programme or a portfolio of projects. The tool places each unit on an effectiveness–efficiency matrix, compares units with one another and writes a report with recommendations, to print or save as PDF.
The scores support judgement: read them in light of the context, the quality of the sources and factors local actors do not control. The built-in example uses fictitious data.
The tool itself is in French.
